Purposes such as criticism, comment, news reporting, teaching, scholarship, and research are allowed. Fair use is a use permitted by copyright statute that might otherwise be infringing. Simply claiming Fair Use under 17 U.S. Code § 107 – Limitations on exclusive rights: Fair use will not stop your HOA from filing suit and seeking damages if they are determined to shut you up.
