UPDATE:
The staff report has been revised to reflect additional information provided after the June 22,
2017 Planning Commission Meeting.
CASE BACKGROUND:
Roger Strcula, applicant for the Developer David Fahmie, Acorn Mini Storage, has applied for a
Special Exception to operate a mini-warehouse and motor vehicle and boat storage facility
within the Community Commercial (CC) zoning district (Exhibit A). The proposed use would be
located at the southwest corner of S. Williamson Boulevard and Roscoe Turner Trail (Figure 1)
If the Special Exception is approved, the applicant will have to submit a site plan for staff review
and the proposed development will be required to meet all architecture, landscape buffer and
screening, site development and infrastructure requirements of the City’s Land Development
Code.
The subject property is 11.8 acres and has had Community Commercial (CC) zoning since
1994. In addition to the proposed mini-warehouse and motor vehicle and boat storage uses, the
existing zoning of the property also allows uses such as office, medical office, restaurants with
a drive-thru, retail, convenience store with gas, bank, and health/fitness clubs.
According to the Land Development Code (LDC), “a special exception is a use that would not
be appropriate without restriction, but which, if controlled as to number, area, location or relation
to the surrounding area, would promote the public health, safety and general welfare.” The
LDC defines a mini-warehouse as “self-service storage facility in a building consisting of
individual self-contained units of varying size that are leased or owned for the storage of
business and household goods, or for contractor’s supplies” and defines a motor vehicle and
boat storage facility
